My name is Bowen Cheng. I’m an IT Manager I at the Los Angeles County Probation Department, where I lead teams responsible for delivering and supporting technology systems that serve one of the largest probation departments in the United States.

Based in Southern California, my work centers on modernizing public-sector technology and strengthening how large organizations leverage systems, data, and infrastructure to operate more effectively. I oversee initiatives ranging from enterprise applications and operational platforms to emergency communication systems — ensuring that the technology supporting critical public services remains reliable, scalable, and aligned with long-term organizational goals.

My leadership approach focuses on building strong teams, guiding complex initiatives, and driving technology modernization across large institutions. By aligning people, process, and technology, I work to improve operational efficiency and ensure organizations have the systems they need to serve their communities effectively.

In addition to my public-sector leadership, I’m the founder of BWN Ventures, LLC, a technology venture company focused on building and operating digital software brands. Through BWN Ventures, I oversee the strategy and growth of platforms designed to deliver scalable digital services.

One of the brands under this portfolio is PurrMobile, a travel connectivity platform providing global eSIM data that helps international travelers stay connected across borders. Through ventures like this, I focus on identifying opportunities, guiding product strategy, and building technology businesses designed for long-term growth.
